Fix JSCS unsupported rule error

Replace 'validateJSDoc' rule with 'jsDoc'. 'validateJSDoc' was deprecated in v1.7.0. In related news, JSCS was recently deprecated in favor of ESlint so .jscrc can be removed once features have been rolled over.
